COVID-19 vaccination certificate excluding natural immunity
Malcolm France made this Official Information request to Chris Hipkins
This request has an unknown status. We're waiting for Malcolm France to read recent responses and update the status.
From: Malcolm France
Dear Chris Hipkins,
I request to be provided with the evidence and facts of the following questions under section 12 of the Official Information Act 1982 ,and The Declaration on Open and Transparent Government as approved by Cabinet on 8 August 2011.
Given that immunity is the goal not vaccination to make people safe against COVID-19 and there are many studys showing natural immunity (from catching SARS-Cov-2) is as good as, if not better than multiple vaccinations ,
1) Why is the vaccine certificate not called an Immunity Certificate and not include natural immunity under the "COVID-19 Response (Vaccinations) Legislation Act 2021" and the "COVID-19 Public Health Response (COVID-19 Vaccination Certificate) Order 2021" , like most other western countries do ?
2) What studys, data , information etc were used by parliament whether relied on or not to pass the COVID-19 Response (Vaccinations) Legislation Act 2021, regarding excluding natural immunity ? Please supply copies of all of it.
https://www.legislation.govt.nz/act/publ...
5) What studys, data , information etc did you use whether you relied on or not to make this COVID-19 Public Health Response (COVID-19 Vaccination Certificate) Order 2021 , regarding excluding natural immunity ? Please supply copies of all of it.

Dear Daniel Martin,
This is an unsatisfactory response as the questions are not answered in numbered order and so to correct and clarify
Q1
Take out the ancillary reference to other countries including natural immunity in immunity/vaccine passports in my original question so that it reads ;
"Why is the vaccine certificate not called an Immunity Certificate and not include natural
immunity under the "COVID-19 Response (Vaccinations) Legislation Act 2021" and
the "COVID-19 Public Health Response (COVID-19 Vaccination Certificate) Order
2021" "
and then answer the question .
Q2
Please clarify as per your previous response that NZ Parliament has no records of and is not holding , destroyed, looked at , searched for or been given any information (even if not looked at) on "natural immunity versus vaccination immunity" ,
[and by deduction have in effect that Parliament has ignored all existing studies and other information in Parliaments decision on passing the "Covid-19 Response Vaccinations Legislation Act 2021"]
Q3
Please clarify as per your previous response that you (Chris Hipkins) are not holding , destroyed, looked at, searched for or been given any information (even if not looked at) on "natural immunity versus vaccination immunity" ,
[and by deduction in effect that you have ignored all existing studies and other information in your decision on natural immunity when deciding on/planning and implementing on vaccine certificates. including passing relevant legislation].
Please answer in numbered sequence
Yours sincerely,
Malcolm France
