Thank you for contacting Hon Grant Robertson, Deputy Prime Minister, the
Minister of Finance, Minister for Infrastructure, Minister for Sport and
Recreation, Minister for Racing and MP for Wellington Central.

expresses a personal view, or is copied to multiple Members of Parliament,
then your opinion will be noted and your correspondence may be transferred
to another office, or there may be no further response to you.

I am assisting the Minister of Finance with your Official Information Act
request received 30 November 2021. Your request is:

 

                Please provide me with all communications, including no
surprises notifications, received by you as shareholding minister of Air
NZ relating to the company for the period of 19 June 2012 to 20 June 2019.

 

It is unclear from your request if you are seeking:

 

 1. Correspondence received by Hon Grant Robertson in the period while he
has been shareholding Minister of Air NZ.
 2. Correspondence received by the various shareholding Ministers for the
period of 19 June 2012 to 20 June 2019.

 

Can you please clarify which of these you are seeking information on.

 

Regardless of which option you chose, the scope of your request is
extremely wide as you are not restricting your request by the nature of
communication, or the sender, and the topic area “relating to the company”
is likewise broad.  Under either scope there are potentially thousands of
communications, including Treasury advice to the Minister regarding Air
NZ, and it is likely that your request will be refused under s18(f) of the
Official Information Act:

 

“that the information requested cannot be made available without
substantial collation or research”.

 

I therefore recommend that you consider asking for more specific
information. For example, you could narrow your request to communications
from Air NZ; or you could narrow it to communications from Christopher
Luxon.

 

I am happy to work with you to refine your request. Please note that I
will not be in the office between 25 December 2021 and 17 January 2022

1. All communications specifically from Christopher Luxon to shareholding
Ministers for Air

New Zealand relating to the company for the period 19 June 2012 to 25
October 2017;

 

2. All communications from anyone at Air NZ to shareholding Ministers for
Air New Zealand

relating to the engine maintenance work it did for the Royal Saudi Navy
for the period 19

June 2012 to 25 October 2017;

 

3. All communications from anyone at Air NZ to shareholding Ministers for
Air New Zealand

relating to rationalising or removing regional flights for the period of
19 June 2012 to 25

October 2017.

 

A response will be provided in accordance with the Act (please see the
Office of the Ombudsman Website for more details -
 [1]http://www.ombudsman.parliament.nz/).

 

If the information requested cannot be made available without substantial
collation or research, under section 18(f) and section 18A(1)(a) of the
Official Information Act 1982 we may refuse the request or fix a charge
under section 15. If your request falls into this category we will inform
you as soon as possible.

 

Please note, over the holiday period from 25 December 2020 to 15 January
2021, inclusive, there is a three-week period that doesn’t count as
‘working days’. Any OIA requests submitted on 29 November 2020 or later
may take a bit longer than you expected.  

This also applies to OIAs that are extended between 29 November and 15
January. However, we will do our best to get a response to you as soon as
possible. 

 

The Treasury may publish the response to your Official Information Act
