Valneva VLA2001 Covid-19 Vaccination Clinical Trialists
Grant Collingwood made this Official Information request to Chris Hipkins
This request has an unknown status. We're waiting for Grant Collingwood to read a recent response and update the status.
From: Grant Collingwood
Dear Chris Hipkins,
300 people in NZ are on the medsafe approved one year clinical trial of Valneva VLA2001, and they have had two vaccinations 28 days apart, followed with immunisation blood tests confirming antibodies at day 43. The clinical trial continues for a year to check the longevity of the immunity, and does not allow for other Covid-19 vaccines during the trial, as this would affect the ongoing tests.
Where antibodies for Covid-19 are present, showing immunity, will these people be provided with the NZ Domestic Vaccine Certificate showing the vaccines, or an exemption so they can go about their lives this summer, based on the traffic light settings.
Yours faithfully,
Grant Collingwood

Dear Chris Hipkins,
Please consider this request. We are very focussed on Clinical Trials for testing vaccines, and want to see this trial complete. The Valneva VLA2001 Clinical Trial is underway, and will finish in September 2022. The trialists are double vaccinated, and confirmed as having immunity. We need to be able to live normal lives in NZ during this time.
The UK Government has produced a statement confirming trialists:
"..The Department of Health and Social Care makes a firm commitment to all volunteers in formally approved COVID-19 vaccine trials in the UK that you will not be disadvantaged in terms of any future domestic vaccine certification, if introduced, compared to anyone else who has had their vaccines under the standard NHS programme.."
and
From the G7 Health Ministers’ Meeting, June 2021: communique:
"We should work to ensure that processes and national certification policies do not disadvantage certain groups of people, while retaining effective controls on the potential transmission of variants of concern and variants of interest. This includes working to ensure that participants in vaccine clinical trials are not disadvantaged."
Would please give this your urgent support, so that the Ministry of Health understand the importance of this requirement.
Yours faithfully,
Grant Collingwood

Thank you for your email received on 2 November 2021 in which you submitted a request under the Official Information Act 1982 (the Act) to Hon Chris Hipkins, Minister for COVID-19 Response. You have requested:
"Please consider this request. We are very focussed on Clinical Trials for testing vaccines, and want to see this trial complete. Thank you for your email of 2 November 2021 in which you submitted a request under the Official Information Act 1982 (the Act) to Hon Chris Hipkins, Minister for COVID-19 Response regarding support for the Valneva VLA2001 Covid-19 Vaccination Clinical Trialists. We appreciate your interest in this matter.
The Ministry of Health has now published its Policy Statement on COVID-19 Trial Vaccinations and Vaccination Certificates. You can read the Policy Statement here: https://www.health.govt.nz/system/files/...
People who are participating in Medsafe approved COVID-19 vaccine clinical trials, and are not receiving a placebo, will be eligible for a COVID-19 Domestic Vaccine Pass or International Travel Vaccination Certificate if they are granted a temporary medical exemption.
Information on how to apply for a medical exemption is available here:
https://www.health.govt.nz/our-work/dise...
People receiving a placebo would not be eligible to receive a temporary medical exemption and would need a full primary course of a Medsafe-approved vaccine, such as Pfizer, to access a Domestic Pass or International Certificate. This should be discussed with a registered health care professional.
Under section 28(3) of the Act you have the right to ask the Ombudsman to review any decisions made under this request. The Ombudsman may be contacted by email at: [email address] or by phone on 0800 802 602.
Thank you for sharing your views with the Minister.
