If the duration of Police's internal sign-off process is part of the reason for this unlawful delay, then surely Police has a legal obligation to treat it with a higher priority, or assign greater resources to it, in order to ensure they don't break the law.

This internal sign-off process is not required by law, but communicating their decision no later than the legal deadline is. By choosing to wait on their internal sign-off process instead of sending you their decision by the due date, Police is making a choice to break the law. That is unacceptable. I hope you will lay a complaint with the Office of the Ombudsman.
