Manuals for dealing with OIA/Privacy Act requests
Joshua Grainger made this Official Information request to New Zealand Security Intelligence Service
The request was partially successful.
From: Joshua Grainger
Dear New Zealand Security Intelligence Service,
I would like to request under the Official Information Act copies of any manuals, instructions, guidelines or other documents that the NZSIS has for dealing with Official Information Act and Privacy Act requests. In the case that any exemptions apply I would like to request that partial redactions be made rather than withholding the information in full.
Feel free to contact me if you wish me to clarify my request.
Yours faithfully,
Joshua Grainger
New Zealand Security Intelligence Service

Dear Mr Grainger
Thank you for your e-mail of 30 May 2014 requesting, under the provisions of the Official Information Act 1982 (OIA), copies of any manuals, instructions, guidelines or other documents that the NZSIS has for dealing with OIA and Privacy Act requests.
A proper response cannot reasonably be made within the ordinary twenty working day time frame and the time for responding to your request is extended until Friday 5 August 2014 under section 15A of the OIA.
The reason for extending time is to carry out consultations necessary to make a decision on the request.
You have the right, under section 28(3) of the OIA, to make a complaint to an Ombudsman about the extension of time.
Yours sincerely

Dear Mr Grainger
Please refer to our e-mail of 30 June 2014 regarding your 30 May OIA request.
As you are aware, we extended the time for our response under section 15A of the OIA . We would like to clarify that we will reply on or before Friday 8 August 2014.
Given the volume of papers involved it would assist us if you were able to provide a postal address for our response.
Yours sincerely

Dear New Zealand Security Intelligence Service,
Thank you for keeping me updated. While I am disappointed in a further extension being requested given there has already been a quite generous extension requested, waiting until Friday does seem reasonable, especially given you have kept in touch.
About the postal address: I would greatly prefer electronic delivery, as that would mean that others could also look at the documents. If it an issue of filesize you could either send multiple emails or upload the files to an online filehost.
Yours faithfully,
Joshua Grainger

Dear New Zealand Security Intelligence Service,
Thank you very much for you response. It was very helpful, and I appreciate that you will let me know let me know when the new policy as available (and it is great to hear it is going to be published proactively on your website).
To tell the truth I expected to not have much luck in finding useful information given the NZSIS's reputation, but I am very pleased to be proved wrong.
Yours faithfully,
Joshua Grainger
