From: OIA_Requests (MSD)

Tēnā koe Nicolas Eyheramendy,

Thank you for your request regarding prisoners receiving Covid-19 Wage
Subsidy while on release to work transferred from The Department of
Corrections on 14 October 2021, under the Official Information Act 1982.
Your request has been forwarded to the appropriate officials at National
Office to respond. You may expect a decision regarding your request to be
sent to you as soon as possible.

The Ministry is focussing its resources on supporting New Zealanders
through COVID-19 by administering welfare support during this
unprecedented time.  Resources within our business units, where
information for OIA requests is drawn from, is limited or unavailable.
Staff have been redeployed to assist the frontline with the processing of
welfare payments. As such, there may be a delay in you receiving a
response from the Ministry.

Thank you for your patience and understanding during this time.

Tēnā koe Nicolas Eyheramendy

On 1 October 2021, you submitted a request through the FYI website, to the
Department of Corrections requesting, under the Official Information Act
1982 (the Act), the following information:

o Please provide me with the total number of instances of prisoners
being released to work outside of prison per week, since January 1
2019.
o Please break this down by prison.
o Please give me this information in an Excel Spreadsheet
o How much money has been paid to prisoners on release to work as a part
of the Government’s Covid-19 wage subsidy scheme?

On 14 October 2021, part of your request was transferred to the Ministry
of Social Development (the Ministry) under section 14 of the Act. Part of
the information to which your request relates, namely regarding the
COVID-19 Wage Subsidy scheme, is believed to be more closely connected
with the functions of the Ministry.

The Ministry does not collect nor hold this level of detail regarding wage
subsidy claimants, therefore I am refusing your request under section
18(g) of the Act as the information you have requested is not held by the
Ministry and I have no grounds to believe that the information is held by
another department or Minister of the Crown or organisation.

If you wish to discuss this response with us, please feel free to contact
[1][email address].

If you are not satisfied with this response, you have the right to seek an
investigation and review by the Ombudsman. Information about how to make a
complaint is available at [2]www.ombudsman.parliament.nz or 0800 802 602.

You will hear further from the Department of Corrections regarding the
other parts of your request.
