Good morning,

The Ministry has undertaken an electronic records search of its systems to find any potential material in scope of this request. It has returned a large number of results, more than 2,800 electronic records.
The vast bulk of the results are from email inboxes, and could include:
- Meeting invites/other administrative emails (there will be many duplicates)
- General email traffic about the topic (there will be many duplicates)
- Attachments (there will be many duplicates)
- Media queries/associated traffic around the topic (there will be many duplicates)
- Emails that have a passing reference to the topic
The search tool cannot differentiate between what may be in/out of scope, it finds everything and produces a set of results.

With the number of potential documents to assess for in scope information, it is not feasible to progress this request as currently worded, as it would require a significant amount of manual collation to review each individual document, and any in scope material would then need to be prepared for release.

The Ministry invites you to refine the scope of your request. Please keep in mind that section 12(2) of the Official Information Act 1982 requires requests be made with due particularity.

Please note, the inclusion of the word communication means all email records (which is not just limited to correspondence) are captured. Also note that narrowing the date range of the request but keeping the same wording is still likely to return many results (a large volume of information that would need to be assessed).

Please can you submit a refined request by close of business 8 September 2021. If the Ministry does not hear from you, or is unable to fine the scope of your request to something more manageable, it will have to consider refusing it under section 18(f) of the Act, due to substantial collation and research.
