Duty of Commissioner to notify Authority of complaints

Response to this request is long overdue. By law Independent Police Conduct Authority should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Independent Police Conduct Authority,

I acknowledge that the IPCA is not subject to OIA. However, please can you answer my questions:

In relation to Section 15 of the Independent Police Conduct Authority Act 1988:

15 Duty of Commissioner to notify Authority of complaints
(1) The Commissioner shall notify the Authority of every complaint received by the Police, other than a complaint notified to the Commissioner by the Authority.

(2) Notification must be given as soon as practicable, but no later than 5 working days after receipt of the complaint.

What was the total number of complaints both personal and corporate
reported by the Commissioner to the Independent Police Conduct Authority
of New Zealand (IPCA) between:
a) 24th March 2021 and 2nd April 2021; and
b) 20th April 2021 and 27th April 2021.
