What are you doing about procurement?

Charles Finley made this Official Information request to Stuart Nash

The request was partially successful.

From: Charles Finley

Dear Minister Nash,
As you are responsible for public sector procurement, I would like to know what your plan is relating to improving it.
In the last years there have been negative reports about public sector procurement. Such as the auditor general report in 2019 and the recent report on managing strategic suppliers. It seems well documented that that public sector procurement is not performing well and in the time between the two reports has done little to resolve this. From a business perspective, a poor performing or less informed customer limits the ability improve and deliver.
Please can you publish the strategy/direction that public sector teams are working to and the improvements you have directed to improve how departments buy goods and services.
Yours faithfully,
Charles

Thank you for writing to Hon Stuart Nash regarding the performance of Government procurement.

Minister Nash understands the importance of government having a strongly performing procurement function, particularly to suppliers that are essential to the delivery of New Zealand's public services.

While the procurement system has a good foundation, the Minister is aware of issues that mean the system is not performing as well as it needs to. He wants to build greater coordination, transparency and accountability throughout Government's procurement functions. As such, officials at New Zealand Government Procurement (NZGP) have been directed to provide advice on measures to strengthen the procurement system to ensure it delivers against all government procurement outcomes.

This work is currently underway and not yet able to be released. However, the involvement of the wider procurement community is critical to the development of proposals to improve the procurement system. NZGP will be inviting engagement by the wider community in the coming weeks.

Regards
