Dear Kaipara District Council,
I see that it's been reported in the media that the Kaipara District Council is using a new aggregate being used on roads in the district, such as Settlement road as highlighted in the Local Matters article on the 22nd of May 2021.
- What roads have had this aggregate applied to them already.
-Is there a timeline for unsealed roads to get this new aggregate
-Is there a priority list for roads in the district for this aggregate, if so can you release this list.

- What roads have had this aggregate applied to them already. The new
material specification is being used across all unsealed pavement
maintenance activities within the district. The application process
identified within the Local Matters article is our Unsealed Rehabilitation
work, where constructed pavements are being applied, as opposed to
re-application of wearing course (maintenance spot spreading). While the
new material is being used extensively across the network for the
re-application of wearing course, the roads identified under the current
programmes for rehabilitation are tabled in the attached status report,
appendix 1 table – recent from 1 ^ June 21. Those with status “completed”
have been treated with the new material.
-Is there a timeline for unsealed roads to get this new aggregate This is
a new material specification and will continually be rolled out across the
network. While maintenance re-applications of wearing course is undertaken
on an ‘as-required’ basis within available budgets, as a routine activity
the process of rehabilitating roads is more comprehensive. When
understanding whether a road requires rehabilitation we consider a number
of factors including road use, Annual Average Daily Traffic AADT numbers,
route destinations, life of existing pavement, amongst others. We use this
information to determine a band treatment, then undertake pavement testing
and designs to ensure any works undertaken meet the requirements of each
band. Often testing can provide evidence of sufficient pavement depths
already in-situ and therefore no immediate work will be required. The
bandings also determine expected lifecycles between rehabilitation
treatments. These bands are listed below:
The lifecycles used are
· Band 1 – AADT is less than 100 vehicles per day - 20-year
Lifecycle, Routine maintenance and aggregate replacement where needed,
· Band 2 – AADT is between 101 and 200 vehicles per day - 15-year
Lifecycle, 100mm Pavement layer with Paige – Green Wearing course at a
7-year Lifecycle average,
· Band 2 Forestry use – AADT is between 101 and 200 vehicles per
day and forestry operations occur - 10-year Lifecycle on pavement plus
5-year return on Paige-Green Wearing course,
· Band 3 – AADT is greater than 101, HCV is high and forestry
operations occur daily – 10-year Lifecycle on pavement plus 5-year
lifecycle on Paige-Green Wearing course.
Through our unsealed rehabilitation approach, we not only improve the
pavement but we also consider all associated work activities that
contribute towards pavement deterioration. Before the pavement work
begins, we identify and complete any vegetation and drainage works,
including the renewal of drainage assets (mainly culverts).
-Is there a priority list for roads in the district for this aggregate, if
so can you release this list. The initial programme (sites listed in
attached status report) identifies an immediate list of roads for testing.
If rehabilitation works are required following testing then work will be
undertaken within the next two to three years. We are working to better
define a programme beyond this initial two to three year period. Sites are
currently being completed with consideration to network efficiencies,
concentrating on localised areas, quarry supply capabilities and limiting
contractor establishment and disestablishment constraints.
