Department of Internal Affairs
Tçnâ koe, Cody
Thank you for your email of 8 June 2021 requesting the following under the
Official Information Act 1982 (the Act):
What work has been done on digital identity (high level)? Is a digital
passport also something being looked at?
Material related to work on digital identity (including briefings and
Cabinet papers) is regularly released on the Department of Internal
Affairs’ (the Department) website
(www.dia.govt.nz/Proactive-Releases#GDS). Information about the Digital
Identity Programme can be found at
www.digital.govt.nz/digital-government/p....
In May 2021, the Minister for the Digital Economy and Communications, Hon
Dr David Clark, gave a speech about the Digital Identity Trust Framework.
You can find a transcript of his speech at
www.beehive.govt.nz/speech/speech-digita....
In his speech, Hon Dr David Clark outlines the priorities for this work
and the three pillars of the Digital Strategy for Aotearoa.
Regarding your query about digital passports, standards and specifications
for all passports are developed by a United Nations organisation called
the International Civil Aviation Organisation (ICAO), to ensure there is
global interoperability and high levels of security in the aviation
sector.
Specifications for the ‘digital passport,’ referred to as the Digital
Travel Credential (DTC), are under development and the Department is
contributing to this through various ICAO technical working groups. Some
of the detailed DTC work can be found on the ICAO Traveller Identification
Programme website www.icao.int/Security/FAL/TRIP/Pages/Pub....
At present, the only DTC specified is one that is created directly from
the ePassport chip. This is being trialled by the International Air
Transport Association to help facilitate travellers through airports.
I trust the above information answers your questions.
