I refer to your official information request dated 7 May 2021 requesting all information held by you and your office in relation to the decision to freeze pay increases for the public sector, including all notes, emails, text messages, memos, briefings and papers.

The Official Information Act 1982 requires that I advise you of the Ministers decision on your request no later than 20 working days after the day the request was received. Unfortunately, it will not be possible to meet that time limit and I am, therefore, writing to notify you of an extension of the time to make a decision, to 2 July 2021.

This extension is necessary because consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time.

If you wish to discuss any aspect of your request with us, including this decision, please feel free to contact me ([email address])

Section 15A of the OIA requires that the Minister 'give the reasons for the extension' and I would be keen to understand what consultations needed to occur (and that remain outstanding) for the need to extend for another 20 working days to make a decision (this could be a separate OIA that you could submit). I would also encourage you to file a complaint with the Ombudsman, as they can make enquiries about whether the extension was necessary in the circumstances. The SSC have also extended all of the OIAs that they received on this topic too.
