Dear South Waikato District Council,

Please supply the following information under the [Official Information Act (OIA) / Local Government Official Information and Meetings Act (LGOIMA)]:
1. Does the organisation carry out drugs and alcohol testing (among employees or other persons)?
2. If drug and alcohol testing does take place at the organisation:
a. Who currently provides the testing service i.e., name of service provider(s)?
b. For each (named) service provider:
i. What is the nature of the drug & alcohol testing service delivered e.g., saliva, urine, breath and alcohol and synthetic cannabinoids?
ii. In what geographic location(s) is the service delivered?
iii. Is the service provided under contract? If yes:
1. How many contracts does the provider have with your organisation?
2. What is the term of that/those contract(s)?
3. What is the dollar value of that/those contract(s)?
4. Are there options for renewing that/those contract(s)?
c. What organisation(s)/company(ies) previously conducted drug and alcohol testing for your organisation (repeat all of ‘b’ for previous service providers)?

The responses to your queries are below in blue:

 

1. Does the organisation carry out drugs and alcohol testing (among
employees or other persons)?   Yes
2. If drug and alcohol testing does take place at the organisation:
a. Who currently provides the testing service i.e., name of service
provider(s)?  The Drug Detection Agency (TDDA),

b. For each (named) service provider:   N/A
i. What is the nature of the drug & alcohol testing service delivered
e.g., saliva, urine, breath and alcohol and synthetic cannabinoids?  We
test for alcohol and other illegal drugs including synthetic cannabinoids
and methamphetamines.  All drug testing is done via urinalysis
ii. In what geographic location(s) is the service delivered?   This
service is offered nationwide from 37 static testing centres in NZ.  There
are also mobile testing units that can be accessed at other locations.  
TDDA also  operate in Australia and can provide pre-employment testing at
44 locations and at mobile testing stations should anyone be joining us
from AUS
iii. Is the service provided under contract? If yes:  Yes
1. How many contracts does the provider have with your organisation?  One
– for both pre-employment testing and random testing activities
2. What is the term of that/those contract(s)?   Set price per test
delivered for both pre-employment testing (all new employees are tested
before employment is confirmed – approximately 25 individuals per annum)
and for 4 x testing of 10 random employees each year.
3. What is the dollar value of that/those contract(s)?  Approximately
$10,000 per annum (as it is charged on a test by test basis this
assessment is very much dependent on number of new starters, etc…)
4. Are there options for renewing that/those contract(s)?   A contract
review is undertaken each year to ensure our service providers are
continuing to meet quality, volume and price parameters.
c. What organisation(s)/company(ies) previously conducted drug and alcohol
testing for your organisation (repeat all of ‘b’ for previous service
providers)?  N/A
