Following Minister Hipkin's announcement of 5 May 2021 that pay increases will be frozen for a term of three years for all public sector staff of a certain salary level, I would like to request the following information under the OIA:
- A copy of all decision, advice and options papers/documents considered by the Minister regarding this matter, including memos, aides memoire, briefing papers and written advice.

While the SSC corrected their initial mistake (didn't mention reason for extension), they have not provided you with the ground to support the extension. Section 15A of the OIA requires the SCC to 'give the reasons for the extension' and I believe they have fallen short in this regard. I would be keen to understand what consultations needed to occur (and that remain outstanding) for the need to extend for another 20 working days to make a decision (this could be a separate OIA that you could submit). I would also encourage you to file a complaint with the Ombudsman, as they can make enquiries about whether the extension was necessary in the circumstances. Your OIA request is similar to another that has been submitted to the SSC, and they have both been extended on the 20th working day.
