You stated in the release ‘Your voice, your vision’, that council would prepare a business case for the stage in Matamata Civic Centre before the LTP submissions.

“ Council is currently preparing a business case for this idea. If the business case stacks up, the proposal for a stage will be considered as part of the Long Term Plan 2021-31.”

I request the business case produced, and all correspondence relating to the business case, including the reasoning and correspondence relating to why it is now decided that a business plan must be produced to see if it stacks up.

Please also include references to when decisions have been made to keep a facility operating because it is the right thing to provide to community, even if the business case doesn’t stack up. Acceptable examples of this would include correspondence relating to keeping loss making facilities open, or a policy document clearly stating the reason why we fund some assets but not others. For example, please provide council documents relating to why we fund a pool for athletes but not a stage for arts, if such documents exist.

You request information relating to Council’s ‘Your voice, your vision’
campaign. Particularly about the business case prepared for the stage in
Matamata Civic Centre.
 
The business case for the Matamata Civic Centre Stage is attached, this
was presented to Council which is why it is in a PowerPoint format.
 
There is no correspondence surrounding the business case, this was
something that Council agreed to do at a Council meeting for the top three
ideas that came forward to see if they had merit, there is no Council
resolution to this effect.
 
In regards to the last part of your request,
Please also include references to when decisions have been made to keep a
facility operating because it is the right thing to provide to community,
even if the business case doesn’t stack up. Acceptable examples of this
would include correspondence relating to keeping loss making facilities
open, or a policy document clearly stating the reason why we fund some
assets but not others.  For example, please provide council documents
relating to why we fund a pool for athletes but not a stage for arts, if
such documents exist.
I would like to request that you clarify the above part of your request,
is there a facility that you are interested in? There are a lot of large
potential situations that staff would need to assess to answer your query
as it stands. Otherwise we will be unable to provide this remaining
information under section 17(f) that the information requested cannot be
made available without substantial collation or research under the Local
Government Official Information and Meetings Act 1987.
 
However, the general policy is that most of our facilities run at a loss
(e.g. Libraries, event centres), Council does this knowingly, due to the
benefit that these facilities provide to the community. Our revenue and
financing policy outlines is available online which outlines how each of
our facilities are funded.
 
If you are dissatisfied with the information received, you have the right,
by way of making a complaint to an Ombudsman (under section 27(3) of the
Local Government Official Information and Meetings Act 1987), to seek an
investigation and review of Council’s decision, more information on this
process can be found at [1]www.ombudsman.parliament.nz.
