Lobby New Zealand clearly asked for all recommendations given to Cabinet by the Ministry of Health. If no recommendations were given, Lobby New Zealand would appreciate to know this information.
If the Ministry of Health does not hold the information of what the Ministry of Health recommended, if anything at all, then Lobby New Zealand would suggest that the Ministry of Foreign Affairs and Trade would not know either.
We appreciate the transfer, however, Lobby New Zealand strongly requests that the original OIA request be answered by the Ministry that was asked of - the Ministry of Health.

Kia ora Lobby New Zealand,
Thank you for your email. The request was transferred to the Ministry of
Foreign Affairs and Trade (MFAT) as they were the lead agency in providing
advice to Cabinet on this matter. Advice from the Ministry of Health (and
other agencies) was incorporated in the advice provided by MFAT so Cabinet
received comprehensive advice. It was for this reason that the Ministry
transferred the request to MFAT for reply under section 14.
To have refused the request under section 18(e) on the grounds that the
Ministry did not hold any information when it was aware another agency
did, would not have been in the spirit of the Act nor section 13, requires
agencies to provide all reasonable assistance.
As we noted in the transfer letter, if you have concerns about the
Ministry’s decision to transfer the request, you have the right under
section 28 you have the right to seek a review of the Ministry’s decisions
from the Ombudsman
