MBIE's recruitment processes disallows previous applicants from applying for re-advertised jobs.

Response to this request is long overdue. By law Ministry of Business, Innovation & Employment should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

In February this year I applied for the Advisor Digital Channels role (a multiple vacancy ie 1 permanent and 2 fixed term positions) in the 'Engagement, Communications and Ministerial Services' unit which was declined.
I asked for a reason for the declining the application in order to improve any future applications to MBIE and received no response - about a week later I noticed they had re-advertised the same position which I tried to re-apply for only to find the 'system' would not allow me to do so.
1. To date, they (the listed contact and 'Recruitment') have refused to provide a reason why they have declined my application for the first job advertisement and still have not yet done so prior to close off time of the second (re-advertised) vacancy - which is today.
2. Because they have refused to provide reason for declining the first application -they have prevented me from improving my second application for the same re-advertised role as well as any future applications.
3. Lastly, previous applicants for the role are unable to apply for the re-advertised role- on doing so, I have received a message in the Careers portal advising - I can not apply for the role as I have already applied for it- despite the fact that I am actually applying for the re-advertised position.
I would like to know;
- Why am I(and other applicants) unable to re-apply for the re-advertised role?
- Why has the vacancy been re-advertised a week after applications were declined?
- Why have I not been given a reason why my first application was declined- impacting on the quality of the second application?
- Why MBIE have used an outdated job description (dated September 2019) for the recent role-does that relate to the reason why previous applicants are unable to re-apply for the role?
- How are the outcome status' updated on closed off applications within an applicant's careers portal?
- Has there been any changes to the Careers portal recently?
- Has this problem occurred previously and, if so, what was done to resolve it?
- How responsive are 'recruitment' on crucial queries from applicant's- especially those relating to impending close-off dates?
- How robust, effective and 'fair' are your recruitment processes are?
