3. Confirm and provide details of all agreements made with UN, WEF, IMF that impact NZ Government policies, this includes but is not limited to historical, current and agreements to be enacted in the next 10 years.

Thank you for your email of 15 January 2021, partly transferred to the Department of Internal Affairs (the Department) from the Department of the Prime Minister and Cabinet under the Official Information Act 1982, asking for:

“…Confirmation of when the Government plans to place the 3 waters under 'control' of a single entity.”

We understand that you are referring to Taumata Arowai, the new national Water Services Regulator. This agency is currently being established within the Department and will be fully operational in the second half of 2021.

Once Taumata Arowai is fully functional, its role will be to:

• oversee and administer an expanded and strengthened drinking-water regulatory system, to ensure all New Zealand communities have access to safe drinking water; and
• oversee from a national perspective the environmental performance of wastewater and stormwater networks (regional councils will remain the primary regulators of wastewater and stormwater).

You may be also interested to know that the Government’s Three Waters Reform Programme, led by the Minister of Local Government and the Department – in partnership with the local government sector – is proposing to establish new multi-regional water service delivery providers. This transformational programme is looking to establish a smaller number of publicly-owned, multi-regional water entities to realise the benefits of scale. The new entities will reflect the developing needs of individual communities and regional variances.

This work is currently being informed by ongoing engagement with councils, iwi/Mâori representatives, and the wider water sector. Broader public engagement on the proposals is planned for later this year.
