When you introduced the requirement of dogs to be micro chipped who did you intend would decide which category the owners dog best fits i.e. Urban, Rural or working. Is it the owner or the Local Body?

Dear Nanaia Mahuta,
Thank you for your reply.
Is there provision in the Dog Control Act for a category Rural. Section 40 sets out clearly the process required when registering a working or other exempt dog. Are councils legally permitted to create a category and alter the signed form when registering dogs.
