Official information request for funding to the Kiwi Expat Association (KEA)
I refer to your official information request dated 15 July 2020 for:
• The amount of sponsorship or funding paid to KEA since its inception
• The KPIs, goals or targets that KEA is required to fulfill for this funding and reporting submitted by the Association to show its delivery toward these and;
• Any correspondence from Tourism New Zealand (TNZ) over the past 12 months in relation to funding of the organisation to New Zealand Trade and Enterprise (NZTE) or to KEA New Zealand
TNZ provided funding to KEA of $50,000 in FY19 and $25,000 in FY20.
The contract for sponsorship was coordinated and signed by NZTE and I understand you have made an OIA request to them. As the lead agency for this contract we will defer to NZTE to release contract details, performance measures and performance reporting.
Please note that TNZ participated in coordination meetings with other government sponsors to discuss the joint deliverables we want to set for KEAs performance against its strategic plan. KEA provided quarterly reporting to government sponsors on its progress. During the period we funded KEA we also met with KEA quarterly to discuss more ad hoc opportunities for collaboration. These included our work in Japan for the Rugby World Cup and the launch of our Good Morning World campaign.
In the second quarter of FY20 TNZ reviewed its marketing activity in order to reallocate funding to core markets of Australia, USA and China. This came as a result of moderating tourism growth globally and in New Zealand, and a decision by TNZ to take proactive steps to soften the decline where possible. Our funding for KEA, alongside many other funding lines, was identified as funding that could be reallocated to core marketing work.
TNZ has seen benefits in partnering with KEA alongside other government agencies, achieving direct outcomes from the relationship are more challenging for TNZ as a consumer marketing organisation rather than an agency focused on individual business relationship building, KEA’s strength.
Following the finalisation of KEA’s strategic plan for 2020-2022, with an emphasis on enabling the World Class network to contribute NZ’s economic, social and environmental development, TNZ decided to continue with its funding commitment. This concluded in June 2020.
