I refer to your official information request received on 3 July 2020 for:
“ all Memorandum Of Understanding (MOU’s) signed in the last five years
related to the sharing of data to organisations outside your
organisation.”
Your request is being considered under the Official Information Act 1982
(the Act) which requires us to advise you of our decision no later than 20
working days after the day we received it. Unfortunately, it won’t be
possible to meet that time limit so I’m writing to notify you of an
extension of the time to make our decision, to 21 August 2020.
We need to extend the time limit because we need to consult with other
parties before we can make a decision on your request to the extent that
we can’t reasonably provide a response within the original time limit. You
will now receive the response by Friday, 21 August 2020.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
[1]www.ombudsman.parliament.nz or freephone 0800 802 602.

You probably need to change the questions slightly. Like "Please provide copies of all MOU's that have clauses related to sharing peronsal information or the Privacy Act" as there are agreements that do contain references to such matters.

Setion 5 is "GENERAL PRINCIPLES RELATING TO CLAIMS UNDER THIS MOU" and section 5.2 says the Privacy Act applies, but EQC will have access to Southern Response data in Southern Response information systems. (But there doesn't appear to be any provision for EQC to share data with Southern Response.)
