These are interesting reports on Petone - Grenada Link.

In case you are not aware of subsequent reports from the NZTA they including the Ngauranga Triangle Study 2009 (NZTA Project Number ZB00938) which produced a series of reports and options analysis including "The Ngauranga Triangle Strategy Study: The Technical Report" (Dated 10/11/2009)
There is also a 2018 NZTA Board Paper "Re-evaluation findings for East West Link and Petone to Grenada" (Paper no: 2018/12/1327).
