I would like to know the following, regarding the "fit and proper person" process:

- Does the CAA have a blanket policy regarding those with a history of suspension-incurring speed offences?

- Does the CAA have a discreet and thorough process of considering those with a history of speed offending?

Good afternoon Josh,

I am acknowledging receipt of your official information request dated 4 June 2020 for the following information regarding the Fit and Proper Person process:
Does the CAA have a blanket policy regarding those with a history of suspension-incurring speed offences; and

Does the CAA have a discreet and thorough process of considering those with a history of speed offending?

We will endeavour to respond to your request as soon as possible and in any event no later than 2 July 2020, being 20 working days after the day your request was received.
If we are unable to respond to your request by then, we will notify you of an extension of that timeframe.

Response

The Civil Aviation Authority doesn’t not have a blanket policy for transport safety related offences, however they are relevant for the granting of any aviation document.
When a person submits an application for an aviation document the applicant is required to meet the fit and proper person test of section 10 of the Civil Aviation Act 1990: http://www.legislation.govt.nz/act/publi....

Please note each application is assessed in its own merits and the principles of natural justice apply.
