New Zealand content broadcast on RNZ Concert, and the role RNZ Concert plays in supporting NZ composers and musicians

N Gyles made this Official Information request to Radio New Zealand Limited

Response to this request is long overdue. By law Radio New Zealand Limited should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: N Gyles

Dear Radio New Zealand Limited,

I am requesting information about the New Zealand content broadcast on Radio New Zealand Concert for each of the last 3 financial years. While I have been highly specific in my questions, this is not intended to be arduous or time-consuming to deliver - alternative statements that preserve the intent of the question would also be fine if the alternative definitions are noted. I realise that there may have been changes to the reporting basis over the years.

My request is based on the assumption that this type of data has already been collated and summarised in order to inform decisions around proposed programming changes. If in fact the information is not readily available (or is only available in raw data form) please simply state that.

Please provide, for each year:
* The amount of NZ content (composed by or performed by a New Zealander) broadcast on RNZ Concert each year - measured in number of unique performances/recordings, number of broadcasts (which may include repeat broadcasts of a performance/recording), and total number of minutes of broadcast time.

* The number of world premieres of New Zealand music played on RNZ Concert each year - measured in number of unique compositions, number of broadcasts, and total number of minutes of broadcast time.

* The list of performances/sessions (i.e. with or without an audience present) recorded by RNZ Concert each year, noting type of broadcast and commentary (live/live, live/as-live, live/packaged, music only/no commentary). Commentary includes MC-ing of a live event by an RNZ presenter.

* Number of classical music and jazz related live events that have been publicised via RNZ Concert’s Live Diary listings each year. If full records are not kept, an extract from https://www.rnz.co.nz/concert/programmes... would suffice

* Number and duration of local and international arts guests who have appeared on Upbeat and other RNZ-produced interview-style programmes on RNZ Concert each year. If it is possible to provide a breakdown of type of guest (composer, musician, dancer, actor, creator, performer etc.), age bracket and ethnicity that would be appreciated.

* Number of minutes of New Zealand-produced analysis, reviews, contextualisation, interpretation and insight by RNZ presenters (whether as continuity or in specialist programmes) per year.

* Proportion of music broadcast that was originally recorded in mono (e.g. vintage recordings) vs stereo

‘Performed by a New Zealander’ includes both NZ-based performing groups (such as orchestras, choirs, bands), and named soloists/conductors who are New Zealanders or are based in New Zealand. May also include content performed in a New Zealand venue if required to streamline data collation.

The above to include breakdown of age bracket and ethnicity of performers/composer, where available.

* Please provide any research you have commissioned or are aware of, to understand the role RNZ Concert plays in supporting NZ composers, NZ musicians and the wider NZ arts community.

I am respectfully requesting urgency given the time-factor around the implementation of the recent decision to change the structure of RNZ Concert.

A partial response providing information that can be collated quickly, followed by a subsequent response to the remainder, is preferable over waiting for every aspect of the response to be ready before sending anything.

Thank you.

Yours faithfully,

N Gyles

Dear Radio New Zealand,

I am writing to request an update on my OIA request. By law, Radio New Zealand Limited should normally have responded promptly and by March 09, 2020.

As stated in the original request, "A partial response providing information that can be collated quickly, followed by a subsequent response to the remainder, is preferable over waiting for every aspect of the response to be ready before sending anything."

Please therefore urgently send the response to my request. Thank you.

Yours sincerely,

Dear Radio New Zealand Limited,

I am writing to request an update please, as to when I can expect to receive a response to my OIA dated 10 February. It is now 3 months since I logged it, and as stated in the original email the request was not intended to be arduous and a partial response would be acceptable in the interim. If any of the requested information is not held in a form that is easy to collate then please simply say so!

I realise that COVID-19 has had a major impact on the work and life of people around the world - however a response was due 2 months ago, before the lockdown in NZ started, so I am hoping that the request is under way. Any information updates (or revised timeframe) that you can give would be very much appreciated. Thank you.

Yours faithfully,

N Gyles

Thank you for your comment "Please note that these requests were all responded to on May 12, 2020 (see outgoing email below). The information is available at [1]https://www.rnz.co.nz/about/documents.&q...

However as far as I can tell I did not receive an email on May 12. In any case I have looked again at https://www.rnz.co.nz/about/documents and cannot see the information. Can you please tell me exactly which documents contain (some or all of) the information in my OIA request?

The section headed "RNZ Music OIA Related Documents (12 May 2020)" has various letters, emails, minutes and stakeholder updates but in the documents I opened I could not see any reference to specific details/figures about New Zealand music content. If you're able to please be more specific about which documents I should look at to find these answers (or alternatively if you could please confirm that such information isn't able to be made available) that would be most appreciated.

Yours sincerely,
