firearms

Dear New Zealand Police,
1) Under what legislation are Police officers able to carry firearms?
Specifically, what enables Police to carry firearms where ordinary
citizens cannot?
2) Is it theoretically possible for a B-endorsed firearms licence holder
to be authorised to carry their pistol in the same way as Police? If so,
under what circumstances?
3) Has 2) happened in the past? If so, under what circumstances?
I am a New Zealand citizen and resident in New Zealand.
