Dear Department of Internal Affairs,

I am interested in Māori employment equity and fairness.

Under the Official Information Act I am requesting that you:

Please explain what the desired outcomes are for the Te Aka Taiwhenua framework.

Please explain how DIA measures the success of the Te Aka Taiwhenua framework and using these measures does DIA consider the framework to be a success. Has this changed since its implementation in 2013?

Please explain what outcomes have been achieved on a yearly basis since the implementation of the framework in 2013. Also explain if this reflects DIA's desired success of the framework 7 years following its implementation.

I am also requesting the results of each Te Aka Taiwhenua survey since 2014. Please quantify the numbers of each years survey results to measure the success of the framework since the surveys began.

Please explain what you are doing to actively address the performance in these areas. What actions are being taken to be achieve the desired outcomes of the framework, has this changed since its implementation in 2013?

Please quantify the numbers of staff that are contributing to Te Aka Taiwhenua as a framework, in terms of demographic, age, gender and role and business group.

Please be aware that providing policy documents that state actions are not acceptable and does not constitute an answer to some of these queries. Policy documents are not action. What actual actions are you taking.

Please note that I would prefer to wait for the full response and robust data collection rather than narrow the scope.

I understand that a decision on a request for information under the OIA must be made as soon as reasonably practicable, and in any case not later than 20 working days after receipt of the request.

Thank you for your OIA request to the Department of Internal Affairs, which was received by the Department on 15 November 2019 and is included in the train of this email. The Department's response is due as soon as practicably and within 20 working days from that date, in this case 13 December 2019.

I am contacting you to advise that the Department of Internal Affairs is now extending the timeframe available for response in your request in accordance with section 15A(1)(a) - as substantial collation and research is necessary to be able to answer your request, and under section 15A(1)(b) - as consultations necessary to make a decision on your request are such that the request is not able to be completed within twenty working days. 

The Department’s decision on your request will now be provided as soon as practicably and by no later than 28 February 2020. (This timeframe takes into account the statutory close-down of Official Information Act processing from 24 December 2019 to 15 January 2020, and the Department's end of year operational close-down on 20 December).

Please note that in cases where the Department’s response provides information that is identified to be of general public interest, the response may also be published on the Department of Internal Affairs website. If the Department publishes its response to your OIA request, all personal information, including your name and contact details, will be removed.

I remind you that I placed the request on November 15th 2019, and the due date for this was February 28th, which was last Friday.

By law, under all circumstances, the Department should have responded by now.

This OIA request is now overdue. Could you please organise for this information to be sent to me, by COB Wednesday 4th March. Failure to do so will result in a formal complaint being lodged with the Ombudsmen.
