(1) All formal and informal briefings, advice, cabinet papers, memos, aide-memoire and any other documentation (including correspondence via letter, email, text, iMessage, WhatsApp and any other forms) regarding the impact/anticipated impact of the already enacted and to-be-enacted legislation relevant to the racing industry on problem gambling, gambling harm and any associated harm to people in New Zealand.

I think you have directed your query to the wrong agency, prepare for a delay while they transfer the request elsewhere.
The reform bill changed the Racing Act (DIA) and some IRD legislation. And it became law 1st July.
