I am requesting the exact wording of the bylaw regarding pollution coming from the business next door

Response to this request is long overdue. By law Wellington City Council should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Wellington City Council,I have an ongoing problem with dust entering my workplace , both with doors open , and also when closed up . The business next to my fabric and antique warehouse creates this dust on a regular basis by sanding wood outside . The adjoining business also welds outside , spray paints outside , and cuts steel outside . This has caused my van to be covered in little orange rust spots where the hot metal dust has landed .
I have called the WCC twice and the Regional Council twice . Neither Council will take responsibility for this matter .
The bylaw is quite clear : All dust , emmissions , polutants etc. must be contained on the site or premises of that business .
Would you please confirm that I can request a visit from a Council Enforcement Officer to my workplace , with a copy of the bylaw in hand .

On Thursday 3/10/2013, I and James Snowdon ( Greater Wellington Regional Council) visited the Asia Gallery - 23 Bay Rd Kilbirnie and spoke to your wife ( Bao) who advised that at the moment you're overseas and will be back on the 25th of October 2013.
She also advised that the store where the dust and the spray paint is taking place is located in Rongotai, however she was not able to confirm a specific property number for the Asia Gallery on Rongotai Rd.
I provided my business card to Bao, for you to call me on your return to arrange for another site visit and investigate the complaint as per your email below.
