On three previous occasions (ref 16/11336, 16/7758/11, and IR-01-18-5190), NZ Police has released tactical options reporting (TOR) data under the Official Information Act for 6 month periods between 1 July 2016 and 31 December 2017.
I understand the annual TOR report covering the 2018 calendar year is being prepared for publication, and is now waiting on the completion of an internal review process before it is expected to be published this month. In light of this, I would like to request some more recent tactical options reporting data.
Please release the following information:
1. TOR data for the 1 January - 31 December 2018 reporting period, in the same format as was released for the July-December 2017 reporting period (ref IR-01-18-5190).
Please also explain any relevant caveats that should be kept in mind when analysing this information.
Please provide all information, including the response letter, in an accessible, searchable format. Please provide the TOR data in a machine-readable format such as CSV or XSLX. I’d be happy if the XSLX format that has been used to release this data previously is used again.
If any part of my request is unclear, please don't hesitate to contact me.
If any of the information that I have requested is unavailable or would be difficult to retrieve, but similar information might be readily available, I would be happy to discuss altering or refining my request.
In each of the previous cases I mentioned in which TOR data has been released under the OIA, it was prepared for release prior to the publication of the TOR report based on that data. As the 2018 TOR report based on this data has already been prepared and is now undergoing internal review, I anticipate that there will now be significantly less work required for NZ Police to release the TOR data for this period.

I am aware that NZ Police's internal processes required permission from the National Manager: Response and Operations before the release of any information on Police use of force. Is this the approval that is causing the response to this request to be delayed?

The answer to the below is, no. The approval and review process is taking
the usual amount of time we put aside for it. However, the collation took
longer than was anticipated when the extension timeframe was worked out
and this is why the response is now overdue.

It has now been a week since the legal due date for Police's response to this request. How much longer should I expect to wait before Police will approve the response that has been prepared, and send it?
I'm sure this is not a situation Police wants to find itself in, however it has a duty to uphold the law.

The approval time is taking the same amount of time as usual, yet it still won't be released for a month? Seems a bit fishy to me :)

Agreed. I laid a complaint with the Office of the Ombudsman when Police first missed their extended due date, but I doubt they will get to the bottom of this.
My experience when I complain about late OIA responses from NZ Police, which happens far too often, is that the complaint will not be processed until well after Police's late response has been received. NZ Police then happily admit to the Office of the Ombudsman that they broke the law, rendering an investigation into my complaint unnecessary and closing it.
Because Police are removed from the jurisdiction of the Office of the Ombudsman when it comes to their powers to investigate under the Ombudsmen Act, thanks to the carveouts of the Independent Police Conduct Authority Act, the Office of the Ombudsman is not able to consider many aspects of Police's lack of compliance with the OIA.

I can see the annual TOR report covering 2018 has been published there, I believe that was published on 8 November 2019? It's currently the top item in the list of links on that page, and all those below appear to be historical TOR reports or the TASER reports that preceded them.
Sorry if I've missed something obvious, or if you were referring to this report and I've misinterpreted you. If I have missed where to access the data itself, I'd appreciate if you could clarify for me exactly where it is available.
