Thank you for your information request. The standard you are querying,
[1]PAS 4505, has a fee for access like most standards, we are not aware of
this standard being available for free anywhere. You may be thinking of
the recently announced [2]Sponsored Standards for the building and
construction industry, where the Ministry of Business, Innovation and
Employment sponsored access to 124 building standards. However, the
standard you are searching for is not included in this sponsorship.

 

For your information, we cannot provide you with a copy of the standard at
no charge as we operate on a cost recovery basis, while we understand this
may be frustrating, you could try contacting your city library as they
usually have standards that you can view at no cost.  Our cost recovery
framework is consistent with government policy and is set out in the
[3]Standards and Accreditation Act 2015, which enables us to charge fees
to recover the costs associated with developing, approving, maintaining
and providing access to New Zealand standards. The principles in the Act
stress the need for our cost recovery to demonstrate equity, efficiency,
justification, transparency and flexibility.
