Can you please let me know what sort of medal that confer/manage by NZ defence force are available for civilian to apply/nominate. Civilian means the person has not been a military personnel ever. (Not ex-military personnel)

There are New Zealand Special Service Medals that, under special
circumstances, may be available to qualifying civilians. Information on
these is available on the NZDF Medals website under the NZ Special Service
Medals tab.
Information on New Zealand awards available to all New Zealanders is
publicly available on the New Zealand Royal Honours system page of the
Department of the Prime Minister and Cabinet webpage.
