I am contacting you to seek clarification on your OIA request to the
Treasury.

 

Can you please clarify the following:

 

Clarification - Advice

•             You have referred to advice sent to the Minister’s Office on
1 February 2019. However, we believe you are referring the following
advice: “Treasury Report T2019/862:Publication of Infrastructure
Pipeline”.

o             This advice is dated 8 April 2019 and provided Ministers
with detail on the intended publication of a market facing pipeline of
government infrastructure projects from the five capital intensive
government agencies, including the New Zealand Transport Agency. For
context, this advice also included brief discussion of each agency’s
pipeline, including industry feedback on the roading project pipeline.  

o             The first iteration of the identified 174 projects as having
funding certainty or near certainty for the Infrastructure Pipeline. The
purpose of the Infrastructure Pipeline is to showcase a credible pipeline
of projects to the market. Therefore, projects in the Pipeline are in
effect ‘market ready’ projects. The Infrastructure Pipeline was published
in May 2019 and can be found here.

o             Can you confirm you are fine with us to proceed on that
basis? If you believe you are referring to advice sent to Ministers 1
February 2019 instead, can you please provide us with more detail and we
will endeavour to locate this advice?

 

Clarification – Correspondence

·         You have requested all communications between Treasury and the
NZTA, Ministry of Transport, and private sector infrastructure consultants
relating to the advice referred to the in the Stuff story.  This part of
the request as it stands will be difficult to meet and we may have to
decline under section 18(f) of the Official Information Act - that the
information requested cannot be made available without substantial
collation or research.  In order to meet this part of your request we
would like to scope your request to just substantive correspondence
between Treasury, NZTA and private sector infrastructure consultants
relating to the NZTA project pipeline discussed in “Treasury Report
T2019/862:Publication of Infrastructure Pipeline”

 

Furthermore, compiling the substantive Treasury correspondence with the
various agencies will involve substantial collation and consultation.
Therefore, we will be seeking an extension of the timeframe to make a
decision on your request.

To your first point, I apologise for wording my request poorly.
I did not mean that the advice was written or provided on 1 Feb. I was asking for all correspondence from 1 Feb until when it was sent to the Minister's office. Which according to your email is 8 April 2019.
If that is the advice in the story, then please proceed with addressing my questions about this report: “Treasury Report T2019/862:Publication of Infrastructure

Happy for there to be an extension if needed.

I note the link to the Pipeline - Will you still provide Treasury's definition of "market ready"? Or are you saying that Treasury's definition is projects having funding certainty or near certainty at any stage of the project? Which would mean that projects with funding for the initial business case are technically 'market ready' despite being years off construction?

And will you still tell me what are the 12 large roading projects are that were referenced in the advice?
