CYFS acess to personal information from other agencies and medical centres without permissoin

Dear Privacy Commissioner,
I have recently been trying to find the rules/regulations/legislation detailing exactly what information CYFS is entitled to access about an individual without their knowledge or consent.
I have found plenty of information relating to information about a child that they are involved in, but nothing concrete about what information they can gather on parents, caregivers, and unrelated adults, specifically from other government agencies, medical files etc without explicit permission.
As I would very much like to not be basing my knowledge on biased posts on blog websites, I would be extremely grateful if you could provide me links/documents with the actual guidelines and rules.

Dear Aimee King,
It really depends on what information is being collected and from who. As the information may be being collected under several laws.
In terms of the Privacy Act information may be collected if the collection is for a lawful purpose and it is necessary to collect the particular information.. However in regard to any other particular law you should contact CYFS and ask for an explanation for the authority CYF are relying on to make the collection.
