Dear Ministry of Education,

I have the following questions related to the 2019 collective agreement for Kindergarten employees.

1) The legal advice sought regarding the legality of the ministry negotiations with NZEI, and would the commerce act be breached as a result, by the competitive advantage Kindergarten associations negotiated, as Kindergarten can now pay much higher salaries in a competitive market place, with a teacher shortage?

2) A full copy of the negotiation notes, as the negotiations are now complete. I am especially interested if the "Pay Parity" claim was raised by either side and the results of this.

your request, with some information withheld under the following sections

o 9(2)(g)(i) of the Act, to maintain the effective conduct of public
affairs through the free and frank expression of opinions by, between
or to Ministers of the Crown or officials in the course of their

Additionally some aspects of your requests is being refused under section
