Dear State Services Commission,

Under the Official Information Act, I wish to request: All information held, including Legal Advice. I believe Legal Privilege may have been waived under section 66 of the evidence act, as major parts may have been disclosed by the Ministry of Education: (All documents in full please).

1) "Free Kindergarten Associations" are State Sector Employers .

2) "Free Kindergarten Teachers" are State Sector Employees.

3) Can a Ministry be a State Sector Employer of an independent Charity.

4) Where Free Kindergarten's sit within your list of State Sector Employers.

Please do not transfer this to the Ministry of Education, as they don't appear to hold this information.

Dear SSC Enquiries,

I'm a little confused by the definition under section 348, as it does not define a "Free Kindergarten.".

Given Kindergartens between 2007 and 2017, fundamentally changed their hours of operation from less than 4 hours as per the pre 1990 Kindergarten act, to full days and operating like a daycare.
Ministry of education also state that "free Kindergartens." are not defined under either the state services act or Education act.
Can you please explain, any document please.
