Training/Policy Documents about X-Keyscore

Joshua Grainger made this Official Information request to Government Communications Security Bureau

The request was refused by Government Communications Security Bureau.

From: Joshua Grainger

Dear Government Communications Security Bureau,

It was reported recently by the Sydney Morning Herald that there exists a program which is used by the GCSB called 'X-Keyscore'. I would like to request under the Official Information Act:

* all policy and training documents relating to the X-Keyscore and its usage.
* if the content of the documents is withheld I would like to instead request the titles and dates of the policy and training documents

I would, in particular, like to request any documents that relate to a decision on whether to use X-Keyscore on/provide data about a person or group of persons under section 22 of the OIA. I would note that section 22(4) of the OIA has a strong presumption towards either releasing documents with deletions or alterations, or providing summaries of withheld information, rather than withholding all information.

If information requested under s22 is withheld, I would like to request under s22(5) the reasons for the withholding and the grounds in support of that reason.

Please feel free to contact me if you wish me to clarify my request.

Yours faithfully,
Joshua Grainger
