They don't specifically address your part of the request for the chief executive's report, but I assume that the report will be considered as part of the proactive release of the minutes.
I do wonder what the withheld title is. It is odd that releasing the _title_ would breach legal professional privilege. Any withholding has to be 'necessary' in term of the Act. It is not mandatory to withhold information just because it may breach privilege, it has to be necessary to withhold it. And, they could decide to waive the privilege, especially if NZTA is the owner of that privilege. Withholding the title denies the public knowledge if the existence of that document and surely that can't be in the public interest. I would ask the Ombudsman to investigate the withholding of the title.
