For each of the last 4 financial years, and for the current financial year to date please provide:
- The annual budget and actual spend information for training, development and other capabiity building initiatives at the Treasury.
- The amount spent on training that is directly related to:
- Economics
- Accounting
- Regulation/Regulatory Practice
- The amount of spent on training, development and other capabiity building initiatives that are not covered by the categories above, split into appropriate categories (e.g Treaty of Waitangi, Communications, Writing etc)
- The total budget for the organisation development (or equivalent) team at the Treasury, broken into broad groupings (e.g. staffing costs, conference attendance costs, travel costs etc).
- The amount of time (whether in hours or expressed as a percentage of the total OD time available) that was (or was planned to be) dedicated to each initiative

1. The Treasury may need to contact you to help clarify your
request. To facilitate this, and also to confirm your eligibility to make
a request under section 12 of the Official Information Act, would you
please reply giving either your personal email, phone number or street
address so that we can verify your eligibility and further discuss your
request with you if necessary.
The Treasury will not publish your personal contact details or use the
information for any reason other than processing your request. The
personal information you provide is subject to the requirements of the
Privacy Act 1993 and the Official Information Act 1982.
2. Could you please clarify the part of your request: “The total
budget for the organisation development (or equivalent) team at the
Treasury, broken into broad groupings (e.g. staffing costs, conference
attendance costs, travel costs etc).” It is unclear to us whether you are
asking for the total budget allocated for expenditure on the OD team
itself, or whether you are referring to the total budget allocated to the
OD team for expenditure on OD within the Treasury.
3. Your request as currently framed will be very difficult to meet
without substantial collation or research. The OD budget does not account
for the money spent on training, development and capability building from
individual managers’ budgets. Therefore, sourcing and collating
information on all training spend across the Treasury over the last four
years would take a considerable amount of time. In addition, the
information does not exist in the form requested – creating the
categories/groupings stated in your request and allocating the information
to them would also involve considerable staff time.
Providing “all documents that are related to these matters or that you
otherwise rely on to prepare your response including information in or
taken from your finance system and individual and team work plans” and
“The amount of time (whether in hours or expressed as a percentage of the
total OD time available) that was (or was planned to be) dedicated to each
initiative”
would necessitate searching through an enormous amount of information to
extract the relevant information.
I invite you to consider refining your request. For instance, we can
provide you the overall totals of development and training spent by the
Treasury over the past 4 years.
Unless your request is amended, we may have to consider charging for time
spent by staff searching for relevant material, extracting and collating,
copying, transcribing and supervising access where the total time involved
is in excess of one hour.
The charge at the rates, and for the activities, specified in the
Government’s Charging guidelines after the first hour are:
- an initial charge of $38 for the first chargeable half hour or part
thereof; and
- then $38 for each additional half hour or part thereof.
Alternatively, we may have to refuse your request under section 18(f) of
the OIA, which applies where the information cannot be made available
without substantial collation or research.
Please let us know before 9 May 2019 whether you are prepared to amend or
clarify your request and, if so, how. Please note, if you do amend or
clarify your request, this will be considered to be a new request for the
purpose of calculating the maximum statutory timeframe for a response—see
section 15(1AA) of the OIA.
