Dear Manawatu District Council

Are you able to provide the following information for the last 3 years? Ideally it would be great if I could get some kind of Excel spreadsheet with the data.

1) How many times has the Makino aquatic centre been closed or partially closed to the public?

2)What were the dates and durations of these closures?

3)What were the reasons behind them? (E.g swim event, contamination, equipment failure etc)

4)What were costs (cleanup and operational costs) of each closure?

Good afternoon Luke

 

I tried to reply a little earlier today, but am unsure if it got to you. 
My reply was similar to below:

 

We have received your request of 8 April.  Due to the detail requested,
there will be significant work to provide you with the information sought.
Our staff have estimated that there is a large amount of detail required,
and approximately 12 hours will be involved.

 

Our Fees and Charges document on our website sets out the charges for
undertaking LGOIMA requests. Please go to

for full details.

Below is a snip of the relevant section.

 

On this basis the first hour would be free of charge, and there would be
22 half hours (11 hours total) @$42 per half hour = $924 incl GST.

Further charges could be made for copying and printing, as required.

 

Please advise if you wish to proceed with your request, on this basis.

Hi Lorraine

Thank you for your prompt response.

I don't feel the cost or time estimation is anywhere near actual or reasonable costs and an extremely disappointed that you're charging an exorbitant fee for information that should be easily retrievable.

Considering the closures for events, contamination and maintenance over the last couple of months I'd suggest it would be very much in the public interest to release this.

Are you able to shed any light on why it will take so long and be so difficult to collate the data?

Trying to charge $924 for 11 hours of collation for this request is a bit on the nose. Also probably a little bit beyond actual and reasonable costs

Good morning Luke

The information you request is held in various forms, and we have no issue in releasing it.

However, it is not kept in the form that you are asking.

We keep a spreadsheet that records major events and closures, however to get the level of maintenance and contamination that you are seeking would require a staff member to be dedicated to going back through record sheets for every single day, over each year. You are requesting a three year period, so an average of 4 hours per year is not unreasonable.

The level of detail you are seeking far exceeds the reporting required for our annual Poolsafe accreditation with Recreation Aotearoa.

The rates set out in our fees and charges are reviewed annually, and passed by Council as the costs of staff time, and materials.

Our community Facilities Manager, Mathew Bayliss, is more than happy to discuss your request by phone.
