Decision process for lighting on walkway from Discovery Drive to Resolution Drive in Whitby

Dear Porirua City Council,
I request any information on the decision not to grant an application by the Whitby Residents Association for lighting on the above-named walkway.
I am particularly interested in (i) why such a high use pathway doesn’t automatically qualify for lighting and (ii) what the criteria are for same.
As a regular user of the path at various hours (mainly as a dog walking route) including early morning and evening, it’s rare not to pass at least one other user. I’ve been surprised by the number of parents/caregivers those users include, on their way to or from the childcare centre on Resolution Drive.
Questions:
1. Surely the Council has a duty of care as a matter of public safety to its residents and users when this path, which has been there a long time, is now a direct access way from the densely populated “Banks” development to the local shopping centre?
2. Does the Council have any plans to widen the path so that two people can easily pass without one person having to step off the path? If not, why not?

Thankyou for the response to my LGOIMA request (lighting on Whitby walkway); your ref 6547557. The information provided for numbered heading 1 was most helpful.
Although I understand the replies to numbered headings 2 and 3, I am concerned about how they don't respond to the core of each of the questions and are somewhat conveniently answered on the basis of an agreement with the Banks developers. The pathway in question already existed and my point is that apart from direct shopping centre and Child Care Centre access, it also serves as a valuable "loop" function for many walkers/runners/cyclists. Consequentially its use has substantially increased since the Banks has been completed.
I therefore request you to reconsider your responses to numbered headings 2 and 3 on the basis of each of the questions, and your apparent advice that such users should lengthen the time and distance of their journey before and after dark. Thankyou.

In response to your email below seeking clarification on question two and
three in your original official information request.

Council has met the duty of care responsibilities by providing a shared
footpath with lighting along Duck Creek. In addition, the Council is
supporting the Whitby Residents Association, through the Village Planning
programme and funding, to explore options of lighting along this path,
which will provide a secondary option and more direct access for some
local residents.
3. Does the Council have any plans to widen the path so that two
people can easily pass without one person having to step off the path? If
not, why not?
The width of the existing path through Adventure Park allows for two
pedestrians to pass. It is not a shared pathway and is similar in width to
most of the existing footpaths in the parks city wide network. At this
stage Council has no budget and therefore no plans to widen this footpath.
When the footpath is due for renewal, consideration will be given as to
whether or not to widen the footpath.
