As advised in the acknowledgement letter you received, the Treasury has
 asked for your personal email address as this is a good way to confirm
 your eligibility to make a request under section 12 of the Official
 Information Act.  Most requesters are happy to provide this information,
 but there are other ways that this eligibility can be confirmed. For
 example, guidance provided by the Office of the Ombudsman states  that
  “Querying eligibility can be tricky if an agency’s exchanges with the
 requester are taking place in the public domain (as they are in FYI
 requests, tweets and Facebook posts, but not direct or personal messages).
 The best way to do this may be to reply to the requester (preferably at
 the same time the request is acknowledged), explaining the eligibility
 requirements, and providing the name and contact details of a staff member
 the requester can contact privately in order to provide the assurance
 required regarding eligibility.”
 
Regarding this specific request,  we are confident that you are eligible
 to make a request under section 12 and do not require further confirmation
 of this from you. Nevertheless, as also mentioned in the letter, we would
 appreciate your personal email address as this makes it quicker and easier
 for  an official to contact you to clarify your request. A phone number
 would also be useful. You are under no obligation to provide this
 information, but corresponding through fyi is likely to take longer than
 clarifying a request by phone. Regardless of whether you provide your
 personal information, the final response to your request will be sent to
 the fyi address you  have provided.
 
For your information, I have attached the guidance from the Office of the
 Ombudsman on making online requests.

In our preliminary search we have been unable to find anything that was
 written by Paul Spoonley on social cohesion for a previous administration
