Dear Ministry of Business, Innovation & Employment,

Please provide the complete basis and reference materials used by the visa officers responsible for assessing RV and PRV applications when issuing PPI and RFI requests. In particular, we would like clarification as to whether, during the assessment of a PRV application, there are instances in which only an RFI letter is issued (instead of a PPI letter) and, upon receipt of the applicant’s response, a final visa decision is made directly.

We also note that certain materials were provided in response to a request from Wendy Yang on 13 July 2023. If the relevant information is already included within those documents, please specify clearly which document it is contained in.

acknowledge your email of 28/11/2025 requesting, under the Official
Information Act 1982, the following:
 
Please provide the complete basis and reference materials used by the visa
officers responsible for assessing RV and PRV applications when issuing
PPI and RFI requests. In particular, we would like clarification as to
whether, during the assessment of a PRV application, there are instances
in which only an RFI letter is issued (instead of a PPI letter) and, upon
receipt of the applicant’s response, a final visa decision is made
directly.

We also note that certain materials were provided in response to a request
from Wendy Yang on 13 July 2023. If the relevant information is already
included within those documents, please specify clearly which document it
is contained in.
 
We will endeavour to respond to your request as soon as possible, and no
later than 19/01/2026, being 20 working days after the day your request
was received. If we are unable to respond to your request by then, we will
notify you of an extension of that timeframe. Please note that the days
from 25 December 2025 to 15 January 2026 (inclusive) are defined as
non-working days in the Act and are not counted in the calculation for the
response due date. This will affect the time period for responding to your
