Who can access th emotor vehicle register?

Dear New Zealand Transport Agency,
NZTA has recently widened access to the motor vehicle register and associated personal information. Its opt-out website (https://transact.nzta.govt.nz/transactio...) notes that the agency provides information in bulk to those with special "authorisation". It notes that this may include "insurers, finance companies and motor vehicle traders".
I would like to request the following information under the Official Information Act 1982:
* a list of all persons, companies, agencies, orgnaisations or other bodies who have been granted such an authorisation for bulk access to the vehicle register.
* the process by which such an authorisation is applied for
* the criteria considered when granting or refusing to grant such an authorisation.
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.
With regards to s12 of the OIA, I am an NZ citizen and in NZ.

David Burgess left an annotation ()
This response from the NZTA refers to an attachment, which lists the organisations that have a streamlined backdoor to the register. These organisations can access the personal information of people who have told the registrar to withhold access. This attachment is missing from the respones. I have made a new OIA for this list. David Burgess.
