Advice on drug-testing beneficaries

Dear Ministry of Social Development,

Earlier in the month, you refused my OIA request for policy advice on plans to drug-test beneficiaries on the basis of s9(2)(f)(iv), covering confidential advice. on August 28 the Minister announced the shape of the new regime and that it would come into force in July ("Drug testing of beneficiaries set to come into force from July", NZ Herald, 29/8/12). This means presumably that Cabinet has made a decision and that your previous reasons to withhold the information no longer apply. I would therefore like to request the following information under the Official Information Act 1982:

* all documents (including advice, briefings, aides memoire,
cabinet papers, emails, notes etc) relating to this policy. I am particularly interested in information about the cost of the policy, and on complaince with the Bill of Rights Act.

I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.

With regards to s12 of the OIA, I am an NZ citizen and in NZ.
