Financial Cost of The Defence Estate

I request the following data for each financial year since 2011:
a. The total value of the Defence Estate (i.e.all land, buildings and other fixed assets).
b. The annual value of improvements to the Defence Estate.
c. The amount of Capital Charge paid by the NZDF for the Defence Estate.
d. The amount of depreciation paid by the NZDF for the Defence Estate.

Dear Ministerial Services,

I have reviewed your response to my recent OIA request regarding the financial cost of the Defence Estate and have a follow-up question.

Why is there a substantial discrepancy between the numbers in your response and the value of the Defence Estate in the 2016-2030 Regeneration Plan? The latter lists the 2016 value at $4.2B made up of $1.5B in land and $2.8B as replacement value of buildings and infrastructure. Your response for the same year is $2.347B (rounded up).

I have collated all the information received from these Defence Estate requests into a blog article that can be found here https://unclas.com/2019/02/11/mal-detat/ . The main difference in numbers provided by NZDF were around book value versus nominal replacement value. I have to give them credit for turning around the clarification request relatively quickly (9 days). Now what's needed is action by Government on an ageing but essential set of assets. Thanks FYI!
