Dear Mr Palmer

Thank you for your email of 16 January 2019 requesting the following
information under the Official Information Act 1982 (the Act):

“I write to request, under the Official Information Act, the following
information from the Ministry:

- Any documents, including memoranda, reports, notes, and official advice,
detailing the effects of subsidies on tertiary education on distorting
decisions between investments in physical and human capital investments
developed in the last 5 years

- Any advice given to Ministers or senior officials on the possible
impacts of the Government's Fees Free policy on such distortions

- Any documents, including memoranda, reports, notes, and official advice,
which consider the points raised by the 1994 Ministerial Consultative
Group on tertiary funding in relation to tertiary education subsidies in
the last 5 years.”

The Act (section 12(2)) provides that the “official information requested
shall be specified with due particularity in the request”. This means an
agency must be able to identify the requested information – to know what
is being asked for. A request will not be treated as being made until the
requested information has been specified with due particularity. As it now
stands, your request is very broadly worded and it will be very difficult
for the Ministry to respond to your request.

We suggest you contact the Ministry’s Chief Policy Analyst, John
MacCormick, at [1][email address] who will assist you
with your inquiry.

Kind regards
