I would like to request under the Official Information Act:
* all departmental advice to the Minister of Immigration in last 18 months on the Refugee Resettlement Strategy.
If any documents that fall within the scope of my request are to be
withheld in full then I would like the titles and dates of those
documents to be released. I would also prefer that if my request is
expansive enough to trigger a s18(f) refusal that I can be provided
with the titles/dates of the relevant documents so that I can focus
my request forwards particular documents.

Thank you for your prompt response to my OIA requests, numbered 1303287, 1303285 and 1303289. However, the Official Information Act (1982) sec 14, states that you must believe that the relevant department is 'more closely connected' to the request than your department.
My requests are very specifically asking for the advice sent from the Ministry of Immigration to the Minister of Immigration. While I appreciate that the Minister might be equally able to furnish me with this information, given that there was a new Minister about six months ago, the ability to respond is clearly more closely connected to the MInistry for Immigration.
I would like you to reconsider the decision of transferring these OIA requests.
Additionally, I do not see grounds under the OIA Act 15A (1) in either (a) or (b) to extend the time limit for a response. In each case the request is for very specific communications between the Ministry and Minister.

Thank you for supplying the items by post that were requested in this OIA.
There were a couple of omissions I would like to query
(1) document 26 October 2012, tracker no. 12/05390, pg. 13, (22) was excluded based on 9 (2) (j) which was described as dealing with the tender process for the Mangere rebuild however 19-23 in that document dealt with the refugee quota and not the rebuild. Perhaps there was an alternative reason for the refusal, or could this point please be released.
(2) document 10 June 2013 tracker no. 13/03130, a page seems to be missing that features points 6 and 7. No indication is given for the reason for this omision.
(3) - regarding the same document as (2) above: point 16 is omitted as out of scope of the request. Given much of the other material on health has been included, I'd like you to reconsider this omission - this is a simple process than requiring more time spent on future OIA requests.
(4) - regarding the same document as (2) above: point 17 refers to a July 2013 progress update on the implementation of the strategy that has not been included in this OIA request. Can this document also be supplied, or was this point an error and no such document exists?
