Energy Efficiency and Conservation Authority
Dear Dr Terrence Loomis,
Thank you once again for making the following Official Information Act request of 5 November 2018 to the Energy Efficiency and Conservation Authority (EECA):
“I would like to request any advice that has been provided to the Minister or research that has been undertaken or commissioned regarding barriers to the uptake by the general public of energy-efficient vehicles, solar panels, insulation or other energy efficiency measures.”
As all of EECA’s programmes address barriers to uptake of energy efficiency measures, and will be based on various pieces of research, analysis and information, we believe your current request would require substantial research and collation.
In order for us to assist your request, it would be helpful to clarify your request by:
• Providing an appropriate specific timeframe for when the information was produced (e.g. in the last six months), and/or
• Narrowing your request to a specific subject area you are particularly interested in; for example, how EECA’s work programme is addressing barriers in transport.
We would also encourage you to visit our website, which provides research, publications, case studies and resources outlining the barriers to uptake of energy efficiency measures: https://www.eeca.govt.nz/.
If you would be happy to provide us a contact number, my manager can contact you later in the week to discuss your request.
Kind regards,
Matthew Zhong

Dear Matthew Zhong,
Thanks for your response and request for further clarification regarding my OIA request. I have checked EECA's website and it provided access to a couple of useful research reports.
To clarify, I am interested in research the EECA may have undertaken or commissioned within the past year (say the beginning of 2017) on public perceptions of the barriers to the uptake of EVs, energy efficient lighting and insulation as promoted by the agency. Any data on the actual uptake of EVs, switching to energy efficiency lighting or insulation upgrades during that period would also be of interest.
Yours sincerely,
Dr Terrence Loomis

Dear Elise Broadbent,
This is the third time I have received correspondence asking for a clarification of my request. I had thought my request was fairly straight forward.
The way you have restated my request is fine. I do not think there is a need for a phone conversation. I would prefer it if you could just provide the information in response to my request as you have restated it.
Looking forward to the results in due course.
Yours sincerely,
Dr Terrence Loomis
