Ministry of Health
Dear Ms Habershon
I refer to your information request of 27 September 2018 requesting under
the Official Information Act (the Act) for:
all documentation for work conducted in collaboration with the Social
Investment Agency, including but not limited to briefing papers, speaking
notes, presentations, analytics reports, and correspondence. And All
documentation and advice to the Minister and/or the Social Investment
Board and/or the Treasury relating to priority populations considered for
Budget 2018.
Your request as it as it currently stands is likely to be declined under
section 18(f) of the Official Information Act 1982, because the
information requested cannot be made available without substantial
collation or research.
The Social Investment Agency has engaged with the Ministry on several
pieces of work. Are you able to identify if you are after a particular
work programme that they did with the Ministry (ie Social Investment
Framework)? Are you also able to provide a time frame for the scope of
your request?
Please note that the Social Investment Agency published documents and
cabinet papers in their website: [1]https://sia.govt.nz/
It is important to note that even with your clarification, we may still
need to narrow it further, extend the amount of time necessary to respond,
or even refuse the request. We are happy to continue discussing how we
might be able to provide you with the information you seek, and will
provide you with further opportunity to re-scope the request if we feel it
necessary.
Please note that any clarification or amendment of a request is considered
to be a new request for the purpose of calculating the maximum statutory
timeframe for response - see section 15(1AA) of the Official Information
Act.
I look forward to your advice clarifying the OIA request.
