The consultant was GHD  
 
What are the specific reasons that lead the council to believe that
 nanobubbles technology would not be effective or
would have only limited benefits?
 
Lake is unlikely to be permanently stratified, due to shallow depth and
 stormwater inflow.
Introduction of oxygen can limit influence of anoxic conditions in the
 water column, but it is not known whether the lake is
exhibiting these conditions or driving degradation of lake quality.
 Kessels (2015) point to saturation of oxygen, suggesting
further oxygen enrichment would result in limited benefits.
Multiple alternative drivers for degradation and range of assumptions make
 it unclear whether the system will perform as
proposed.
